Is the Coptic House of Prayer in Houston sanctioned by the Roman Catholic Church?

If by sanctioned, you mean that the Coptic Orthodox Church is in communion with the Roman Catholic Church, we are not. You are certainly welcome to attend any of our churches, but you cannot partake of the Eucharist or any of the sacraments until you are first baptized in the Coptic Orthodox Church or one of the Oriental Orthodox Churches. The Roman Catholic Church also forbids non-Catholics to partake of Holy Communion in any of their churches. There are three Coptic Orthodox Churches in the Houston area.
