Does Oriental Orthodoxy agree with Byzantine Orthodoxy that only Orders (Priesthood, Deaconate etc.) administered by Bishops are true Orders?

Yes, only the Pope, with at least two bishops can ordain a bishop. A bishop in his own diocese can ordain the other orders (priests, deacons etc.)
