Should a deacon enter the sanctuary when he is wearing his vestments only? Also during vesper raising of incense should a deacon be wearing his vestments?

According to the teaching of H.H. Pope Shenouda, deacons should not enter the altar at anytime without vestments. Of course this includes the raising of incense.
