Was St. Philip the deacon originally one of the disciples?

St Philip the deacon is not the same as St. Philip one of the twelve apostles. He is one of the seventy chosen by our Lord Jesus Christ. In the book of Acts, we read that he was one of the seven deacons chosen by the twelve.
