In my walk with God, I do not necessarily have joy all the time, why so? Who is responsible when joy is missing?

Everybody is liable to experience difficult times. The Lord Himself grieved at Gethsemane. Many things can rob us of our joy.

Every now and then, we need to renew our perspectives in order to recapture our joy. The Holy Bible provides us with promises to help us achieve that.

"When wisdom enters your heart, and knowledge is pleasant to your soul, Discretion will preserve you; understanding will keep you, to deliver you from the way of evil" (Proverbs 2:10-11).

"Blessed are the meek, for they shall inherit the earth. Blessed are those who hunger and thirst for righteousness, for they shall be filled. Blessed are the merciful, for they shall obtain mercy" (Matthew 5:5-7).

"Therefore be imitators of God as dear children. And walk in love" (Ephesians 5:1-2). (Walk in this context refers to a slow, steady, pace; something that is a daily effort and challenge.)

Finally, when I think of joy, I think of the Beatitudes (Matthew 5:1-16). Please read those verses when you become discouraged. The Beatitudes describe the joy of true discipleship. The Beatitudes delineate the prerequisites for a blessed life.
