Does God love everyone regardless of whether they are good or evil just because He is love? How does God feel towards Satan and the fallen angels?

Yes, God loves everyone regardless. Because God is love; He by default hates sin and does not approve of sinners. However, this does not mean that he hates them. God, in His love, wants everyone to be saved even the sinners; otherwise He would not have sent His Only Begotten Son to die for all on the cross. "Jacob I have loved, but Esau I have hated" (Romans 9:13), does not mean any positive hatred; but that God had preferred Jacob to Esau; and had withheld from Esau those blessings which he had conferred on the posterity of Jacob, "And I hated Esau, and laid his mountains and heritage waste for the dragons of the wilderness" (Mal 1:3). It is common among the Hebrews to use the terms "love" and "hatred" in this comparative sense, where 'love' implies strong positive attachment, while 'hatred' is not positive hatred, but merely a less love, or the withholding of the expressions of affection. "He who spares his rod hates his son, But he who loves him disciplines him promptly" (Prov 13:24). "No man can serve two masters, for either he will hate the one and love the other" (Mt 6:24) and "if any man come to me, and hate not his father and mother, ... " (Lk 14:26).

We do not know if God 'hates' Satan but we do know that God hates sin. In the Holy Book of Job, we see Satan standing before the Lord and negotiating with Him. The Lord also allows the devil to rule over the world.
