The psalmist is emphasizing the fact that God is omnipresent; He is everywhere and David cannot escape from Him; even if he were in hell. Here heaven and hell represent all worlds, above and below; and the idea is, that wherever he goes God will be there to find him. Hell signifies God’s wrath and His justice against iniquity. Those in hell will not enjoy the presence of God.
